As per my later note, I'd expanded some klibc headers to 'stub' some ipv6 functionality. This was to get openvpn building which had no configure flags to disable ipv6 - and it would have been a nightmare to try and "unpick" the ipv6 support. Something in ths ipv6 support triggered the cpu usage in bind. stunnel builds have never used this ipv6 support.
