Define "all the system."  It's your system.  You don't have random folks
walking up to the keyboard and typing away.  You get to control which apps
get run by properly configuring your system.

There are probably thousands of ways to do this.  Which makes sense
depends on what security threat you are actually trying to mitigate,
assuming one actually exists.

In the past with perl 5.8.x when MRTG was working correctly (2018 or such),
i had perl in d:\perl and only the MRTG stuff was accessing the perl environment,
i didn't have anything of it under path or libpath.

And i'd prefere to keep on with this kind of configuration.

If this is still possible ok, if not i prefere to give up.
