DId 1.2.4 ever work for you or are you in the process of trying to switch
over from 1.0.19?

Since the error messages imply curl is failing you, what happens if you
run

  curl https://acme-v02.api.letsencrypt.org/directory

If your curl setup is working, you will get the contents of the directory
file written to stdout.  If this fails, check that you have a properly
update curl.

As a secondary check, you can run

  wget https://acme-v02.api.letsencrypt.org/directory

FWIW, there was more than one 1.2.4 build.  I recommend you verify that
you are running

1.2.4
