The message is clear about what resource is unavailable from the POV of
httpd.  Accept could not create a new socket.  From the POV of the TCP/IP
stack, creating a socket requires some memory, an available socket number
and some other system resources.  Exactly which of these is unavailable at
this specific time is hard to say without more test data.  This would the
data that is likely to be difficult to capture given your current skill
set.

You are probably too busy to learn enough about the TCP/IP stack to do any
useful analysis.

If it only happens every now and then, it's not going to affect your
operations in any noticable way.

If you wish, you can open a ticket for the issue.  This will help ensure
that it is not totally forgotten/ignored.
