Can I assume you pasted the actual error message in full?  If so, perhaps
you have an intermittent connectivity problem.  Did you try again 30
minutes later?  Did you try with anpm too?

FWIW, I've not no connectivity problems and time recently and access if
fine from here:

[d:\tmp]yum --noplugins --disablerepo=* --enablerepo=netlabs-exp list
libcx-* Installed Packages
libcx.i686                             0.7.1-1.oc00                  
installed libcx-debuginfo.i686                   0.7.1-1.oc00                  
installed libcx-devel.i686                       0.7.1-1.oc00                  
installed

When you have connectivity problems, the first thing you should think to
do it try to connect with a different tool.

 \etc\yum\repos.d\netlabs-exp.repo

contains the baseurl

  http://rpm.netlabs.org/experimental/$releasever/$basearch/

Since you probably don't yet know the values of $releasever and $basearch,
drop them from the URL and use the browser to make sure you can access to
repo.
