you have an intermittent connectivity problem.

FWIW, I've not no connectivity problems and time recently and access if
fine from here:

When you have connectivity problems, the first thing you should think to
do it try to connect with a different tool.
\etc\yum\repos.d\netlabs-exp.repo
added
contains the baseurl
http://rpm.netlabs.org/experimental/$releasever/$basearch/
done
downloaded on the eCS desktop, now i'm going to put them on the web server

Since you probably don't yet know the values of $releasever and $basearch,
drop them from the URL and use the browser to make sure you can access to
repo.
