I'm not sure what utility you are thinking of.  What a reboot request
hangs, there's not much you can do.  What I do have is scripts that shut
down as much as possible before the reboot is requested and this gives the
best chance of avoiding reboot hangs.

As always the best solution is to detect that you are running low of
resources and resolve this isssue before it can hang the system.

this only happens (luckily rarely) on the web server that use apache+PHP

For scenarios when I'm remote, and need to forcefully reboot things, I use something like https://www.tp-link.com/au/home-networking/smart-plug/ and I can toggle the power from a phone app.

this is not my situation since it's a VM i can RDP to the host and turn off/on it

the problem is when it happens during night and i discover the day after in the morning

Sorry, forgot this - blame my current covid brain.

Can't you script something from the host that if ping to the VM fails, you can restart the host?

I forget which VM you use, but virtualbox at least lets you do a lot from the command line.
