Tidy is complaining that things like quotes and such should be written as &-encoded entitles, but I suspect that this tidy build is not handling UTF-8 encoding quite right. https://www.htmlhelp.com/tools/validator/ which used to work seems to be broken for the moment. The W3C validator claims you should serving the page at application/xhtml+xml rather than text/html.
