OK, so what you mean is the new rule works fine if you delete one or more
of the existing rules.  What happens if rather than commenting one of the
includes, you comment out one rule from one of the includes?

i've not tried this combination, since each time that i restart* IF i've to reboot
the server, since it goes in a "comatose state" and all packets go in to "SYN SENT state"

* for restart i mean the restart of the firewall, not the reload of rules
