It depends on exactly what you want the destination directory to contain. If you want new and changed files to be updated at the destination dropping --delete should give you what you want. The destination directory will accumulate files until you delete them. If you have some specific subset of files in the destination directory that you want to avoid deleting then a protect filter is probably a better solution.
