What does
openssl s_client -connect acme-v02.api.letsencrypt.org:443
report?
The internet thinks you may have stale certificates in your local cache.
You can try
yum update p11-kit-trust
to see if this is true.

to run uacme.exe i've these 3 DLLs in the uacme dir
gtls30.dll 2.052K 22/01/17
gtlsos27.dll 90.134 22/01/17
gtlsxx28.dll 147.472 22/01/17
maybe they are old?
