(an '=' followed by two hexadecimal characters, including =3D being an '=' and a =20 "indicating a soft line break...follow[ing] one or more...space characters" followed by "an octet with decimal value...32 appearing at the end of an encoded line..." Here, of course 32 decimal is 20 hexidecimal.
