On a slightly different issue, I accidentally went into the setup menu
and added DHCP server support.  The problem is that I have no server
software.  Now each time I boot up, the following programs attempt to
start and leave open cmd files:

Just rem them out of your TCPSTART.cmd

I wouldn't go as far as saying I know what I'm doing :)  I did the same thing when I switched DHCP servers and I wanted to restore my configuration in the future.
