Phew......... long time no contact everyone - I've been a bit unwell
and therefore, have been out of touch, out of sight and out of my mind !

Anyways ........ really glad to be back in touch with ECS/OS2 fraternity.

Welcome back!
 Problem :

 1. I have both a 'T23' and a 'T41' (Ibm Thinkpads), and about 4 different
    pcmcia wi-fi cards - An Artem, a CISCO 350 & 2/3 other IBm cards.

 2. The 'Artem' card is recognised when i installed it with ECS 1.2 -but
as to how to get it to function with the outside world - I'm lost.

Do you have a copy of the latest XWLAN? Download it from http://wlan.netlabs.org/. This will allow you to create profiles for different connections, enable/disable the radio, and give you an indication of signal strength. Note that the hotspot survey feature is not available for PCMCIA cards, as these are not supported by GenMAC (and this feature requires GenMAC or another driver which provides the lower level functionality).
 3. About 2-3 years ago - when Stewart first set up this list there was
mention made of proding an INF file of 'How to Install and Setup'
wi-fi within ECS - if one is available - could someone advise a URL
    please.

Actually, I'm the one who set up the list, but the original list processor was Inet.Mail's Steward utility... ;-)

Have a quick look at the (beginnings of the) wireless FAQ  at http://www2.warptech.info:81/faqman/index.php?op=cat&c=1 and you also might want to peruse Jonas' Wi-Fi pages at http://www.os2warp.be/index2.php?name=wifi.
In any event - I would also need to use the CISCO 350 - if the drivers
have finally been released to EcomStation (I haven't found them).

The driver never made it out of beta, and closed beta at that. Check your email.
Can any advise if they are available - a URL would be much appreciated.

No url, as IBM (who paid for the development, AFAIK) never released the drivers.
Well .... as this is my first post in sometime - I'm glad to see a few
 regulars still visisting the haunts.

:-)
I won't be subscribing to the usual ECS kists until I can get wi-fi
workin on the 2 Thinkpads, ergo, I have recoursed to this paid on-line
email site: <kropotkin@email.com> . Iitially therefore, if anyone can
give me some tips/clues as to how to set up for wi-fi - using the Artmem
initially, I can get going with my own email with Mr2ice etc etc.

Well, let's get the Wi-Fi working, and then deal with the rest of your setup.

Don't forget the list archives (all of the older posts have been migrated to the new software, thanks to some invaluable help from Steven Levine):  http://mail.2rosenthals.com:8100/Lists/os2-wireless_users/List.html
