This pretty much describes my own network (I do have static IP's)
and what I was seeing. Because llaecs was added (without my
knowledge) to setup.cmd I was unable to connect. Removing this
statement put me back in business.
I don't know at what point this was added, I suspect this may have
happened during configuration of wLan monitor.
