How might I input the ip address of the new server at the new location, without
rebooting the machine? (For both W2K and eCS pls)

Under OS/2 - eCS - go to the command line and type setup (enter)
Under Win2k, go to the command line and type ipconfig /release (enter) wait from the prompt to come back and then type ipconfig /renew (enter).
