IMHO, get a router that supports one of the Dynamic DNS services such as TZO or DynsDNS, etc. Linksys routers support this, as do D-Links. DD-WRT firmware does too and it works on some Broadcom based routers, too. The router then takes care of the notification to the service that the router's WAN IP has changed.
