What exactly is a "cellular data card"? Hello Kris,
The card is a PC Card which incorporates a USB controller, a USB modem, and a cell radio. The computer interacts with it using conventional AT commands like it is a conventional modem, so you would use a dialer like InJoy to tell the modem to dial.
The card uses EVDO technology which, according to one source, is only available in the U.S.:
