Theseus is probably the best for this.
psfiles might be sufficient.
FWIW, unexpected locked files are not unheard of. There was one drop of
the dhcp client that managed to lock autoexec.bat. For those that don't
recall the defect, the dhcp client scanned autoexec.bat to find the DOS
ETC setting and neglected to close the file after the scan.
