I believe in K.I.S.S.  There was nothing really complicated that needed
REXX, so I went ahead and used a CMD file.

FWIW, I briefly mucked around with trying to switch between DHCP IP
addressing on both the wifi and wired LANs without success.  It should
be possible, but since I run fixed IPs at home, I don't have the drive
to keep working on this.  I'll leave it as an exercise for the reader.
