Depends of course on how the telephone company works, but in most (if not all) EU countries, passed-through dial-up is considered as a new dial-up, and that's the reason why some people here lastly here had to pay a year's wage bill because they were unaware to be connected to Chili. It may sound unbelievable to most of you, but there are countries where computers still are rare and where there is practically no DSL available, and certainly isn't available for common people.
