I thought about looking for such a service here in this country, but while I
was toying with the idea, the telephone company itself went to VoIP for
international calls, and one can also associate one's POTS line with any one of
the Internet ISP  in the country. I now pay NIS0.25 per minute (after 60 free
minutes per month, with a monthly charge of about US$3.30/month) to call
virtually anywhere. At the current rate of exchange, this is about
US$0.05/minute (cheaper if you factor in the freebie minutes -- and I am not
likely ever to use up the free 60 minutes), and I don't have to invest in
hardware. For 17 free minutes per month, the monthly charge is about US$0.40).
