No, this is not true. Firstly, other agencies make it possible to submit
applications and tax returns through the Internet (the latter specifying, by
the way, a specific and unsurprising format (as Lewis could have confirmed, had
he wished to do so). In the second place, LoC has also specified how
individuals may hand-deliver their forms, and also how commercial couriers may
deliver -- and the latter two are to different addresses, although it is hard
to see what earthly difference there is between an object delivered by somebody
who does delivery for a living and one for whom it is merely a hobby.
