Perhaps you missed the sentence that mentions that the US Postal Service has a
monopoly on first-class mail (that means full-rate letters, if the term is
unfamiliar). Monopolies are _not_ what free enterprise is about. On the other
hand, I suppose that European PTTs enjoy a similar advantage, and the concept
is not unusual in the world. When Europe becomes a free-enterprise role model
for the US, we can all hoist a beer to celebrate.
BTW, first-class mail is not the largest volume of postal matter, or even
close; FedEx, UPS, et al are not being frozen out of a crucial market.
