Why would they make it easy? They already know what they are going to do. All
the many terminals at LoC run Windows, and Windows is the OS they know and
love. Any alternative format you could suggest (like what, PDF?) is less
ubiquitous and accessible than the MS proprietary format they have already
decided upon. And an impartial, though uninformed, survey of the results of
their fixed poll will demonstrate to their satisfaction that their original
decision was the only correct one.
