unimportant) I will see the SSID display in the XCenter widget. It connects and
gets an IP address.

Then I need to start a browser and select any site. A web page will display a
EULA, and allow me to agree. Once I have agreed, then I can start using the
internet.

This has been true for quite a number of locations. I have not needed to boot
to Windows to use wireless.

I think the XCenter widget has a control for moving on to the next access point
if you don't like the first one. At home, I sometimes find my neighbors
connection to be stronger than my own.
