Part of the functionality you seek is (would need to be) in the driver. The other part is in XWLAN.
Seeking & listing the available SSID's is something in the driver, which is sadly lacking in Jens' current implementations for most (if not all) cards.
XWLAN's "Connect to Hotspot" feature should at least get you connected to the strongest signal without much fuss. I rarely boot into Wintendo for this stuff.
