How about running ipTrace (hmmm, are you running os.2 there?) and then checking the packets to see
where it is going wrong.  Sometimes there is a text message presented that offers a clue when
connections can't be made.  If you are using Win I don't know if they have an equivalent to
ipTrace.  But I do know there is stuff to download for that (if you trust the site!).

If you are not familiar with iptrace, run it for a little while (it runs up space real fast!).  
Ctrl-C to stop.  Then ipformat > filename.txt (redirect output of ipformat to any filename) and
read the output in the viewer of your choice.
