When we were in Italy in June 2004, we were able to buy a pre-paid card (5 Euro for 1 hr from memory) from the hotel lobby that could be used anywhere that network had access points.  The network was one of the Italian telco's as I recall.

In Sorrento I found a free access point near our hotel...

Also in Rome near the Trevi fountain we found a little tourist office with Internet access where we plugged the laptop in via ethernet for 2 Euro per hour.

Florence/Venice I don't remember if we got access or not.
