My wife and I will be in Italy in May (Rome and south). Are the public hotspots mostly commercial, or is there a good mix of free ones as well?

For the commercial ones, can one sign up when connecting or is a prepaid contract required?

I understand that Italy requires keylogging and url tracking from internet cafes. Does that apply to public hotspots as well?
