I have managed to get this working, it is quite simple actually.

I have used one Nokia GSM phone over IrDA connection and Injoy dialer for dialing.
I have done this on a desktop machine, on my notebook the IrDA unfortunately does not work.

All you need is that the IrDA drivers work with your hardware, the other thing that the dialer supports the dialing numbers like: "*99#"
And the phone must have a built in modem.

Don't know anything about cellular.  I would recommend running out of 
the room screaming if someone suggests it though.

I know of at least one person that has a cellular PC card running with OS/2.
