I have had real good experience with the IBM High Rate 128.  They can be 
found on ebay from time to time.  The Wifistate program only locks onto 
the strongest Access Point so if you want to access a different one you 
would need to know the SSID and configure it as one of the profiles.  
Otherwise it installs just like any other Network card in MPTS.  Does 
OS/2 recognize your PCMCIA chipset?  I had to install Cardbus 8 which is 
available on ecomstation.com.

Others may have differing opinions but that is the route I have used 
successfully.
