I have not seen any indication of anything different happening with the
standalone program.  I really don't need it as long as it works.

I found that a reboot solved the problem.  After trying a few things it appears
that XWLAN only runs the script the first time it is executed when connecting.
Stop it and start it again does not run the script, at least that is the way
the standalone program is working for me (have not yet tried your suggestion of
turning the radio on and off).
