Assumed you brought up the context menu with MB2 on the widget or 
wlanstat, the menu item for properties is explicitely disabled only when 
not another instance of XWLAN is running (either widget or standalone) - 
watch out for the stop sign!

Make sure that the widget is truly not loaded by any XCenter instance, 
if you launch the XWLAN standalone version. If you use an XCenter 
autohiding, keep in mind that the widget is active since the XCenter is 
launched, no matter if the Xcenter currently hides or not.
