I thought it might be of interest to thos on the list to post this link to an insightful article. I've used Squid proxy (locally) for some time, mainly for more efficient web caching as compared to Mozilla. However, with a minor tweak to the configuration file, and the ability to point other boxes to the proxy server (which is what proxies are really supposed to do, anyway), it is possible to throttle bandwidth for other network-attached machines. Nice that Squid runs on OS/2, also, so everyone with a Warp or eCS-only network can get the same functionality as that described in the article. There's also some other good info on that site, so you might want to poke around it for a bit.
