Linksys (is that the right model #? there is a BEFW11S4 - that's S4 not 54) are 192.168.1.1 . The pings you told us about don't mean much. the 127 address is yourself, and loop back is configured. The router may or may not respond to pinging from the internal side. I would push the reset buttons for both units to make sure that they are at factory defaults. And without connecting them to the DSL modem, see if I could get them to give you an IP address via DHCP. If they do, then connect to the turned off DSL modem and configure for PPOE with your acct password using a browser and 192.168.1.1 as the web page. When configuring the wireless portion, start with only the SSID, and work up into MAC filtering and WEP encryption, testing at each point.
