I can boot OS/2 from a floppy disk. I can have a networking system in 4MB. OS/2 is *extremely* flexible and configurable. What it lacks is driver support for odd bits of hardware like ADSL NICs, although it probably doesn't have support for protocols that run over ADSL like PPoA or whatever is used, but as far as embedding OS/2, I don't see any reason why it wouldn't work.
