Whether or not your card has the correct chipset, your config.sys seems to
be missing a line.
The WPC card is a cardbus card. Cardbus cards don't need pcmcia socket
services. They act just like a normal PCI NIC under OS/2. You need a line
like 'device=c:\ibmcom\macs\genprism.os2' at the bottom of your
config.sys.
Socket services messes up the interface for cardbus cards..

My config.sys has this section (with the operative line marked)

If you leave the pc drivers in, then read the Readme for the /ig (ignore)
switch and set it to ignore the correct slot.

I run a Xircom cardbus (wired) ethernet card in my Thinkpad 600 laptop
using the above config.sys. It needs *only* the cbendis.os2 driver. If the
Linksys card is built to cardbus specification, it should need *only* the
genprism.os2 driver. Try removing the pcmcia drivers. The power light has
nothing to do with the drivers installed.

Of course, if you have the wrong chipset, none of this will matter....
