If there isn't any builtin support for Bluetooth in OS/2 then there is likely support for it on OS/2 via one of
the free Java based bluetooth stacks. Essentially, a Bluetooth device is just a serial connection with regard
to the OS or application and therefore can be used to create PPP connections with mobile phone( with BT ofcourse ).
I don't have an OS/2 system with USB support so I can't test what a Bluetooth USB device looks like but it should
look like a serial COM device. There are a couple of Bluetooth stacks for GNU/Linux which would probably port
over to OS/2 pretty easily enough using EMX and the GNU compiler tools.
Anyways, there are lots of sites on the WWW which describe Bluetooth so Googling it would be a good idea.
Though one thing more I have to say is that it's not JUST a short range wireless system. I have a Class 1 Bluetooth
WAP and Class 1 dongle that are good for 100m of connectivity. A Class 2 device is good for 10m and a Class 3
device good for about 2m. Power usage is VERY dependent on the Class of the device because it determines
the power required for the appropriate range.
