Please run a syslevel from the command prompt and report back your DHCP 
version (just type "syslevel" at a command prompt on your boot drive; 
the output is paginated for you). Mine is:

c:\MPTN\SYSLEVEL.DHC
                    IBM OS/2 Dynamic Host Configuration Protocol Services
Version 4.31     Component ID 562290901
Current CSD level: WR08708
Prior   CSD level: WR08701

There were fixes to the DHCP client in WR08706 and 08708 (both fairly 
recent). We may find the answer there.
