Carl, have a look at the OS/2 Warp File and Print Client Guide for notes on setting up and administering network messaging. It travels over NetBIOS, using the user ID of the remote computer to identify destinations. To change the user ID (they will have to be unique across all stations!), use either File & Print Client or the User Profile Management Services folder to change them on each station.
I'm sure there are IP-only solutions, but I can't seem to find any on Hobbes right now...
