I don't know how this app displays its status, but the order of events
(figure out in your own case) is that

1 you load the SIP settings into the configuration somehow
2 you save the configuration
3 you do something to activate the ap so that it contacts the  SIP server
4 the ap tells you it has successfully registered on the SIP server
5 you input the called number (in my case  0023398025) and it will
    start ringing.  I should answer

There is a disjunction in your wording; you say you are 'online' with
the server but called number 'fails to initialize'.  Meaning ambiguous

Maybe restudy this and present it to us again.

Also, go online in status in which you think you are registered and
send me an e-mail (or ring me on the phone 1 617 395-4111, a
Boston number that rings on my desk here in Bangkok).  I can
phone the 24-hour tech support at the SIP server to verify whether
the User ID  0026884540 is online)

The SIP client treats SIP as an IM client.  Online for SIP is like AIM or Yahoo, it just means logged in and ready to accept/send messages.
Fails to initialize is the message the SIP client gives.  Basically, it just doesn't make the connection.  Either not making a connection through the SIP server or something wrong with the client.  Will have to look more at it later.
