Actually, there were 8 or 9 States still in the game at that point.  You'd want to add:

4)  The States that failed to appeal their loss in the District Court (which is where, I think, the "all except ..." phrase becomes accurate).

And don't forget

5)  The Court of Appeals that replaced the unsympathetic to MS District Judge for explaing how the TRIAL got him that way; and

6)  The substitute District Judge who proved to be so pliant.
