Then localhost is functioning. localhost should return 127.0.0.1.

Insofar as networking protocols, I would say that you should be good to 
go (if localhost is working). Insofar as the compiler itself is 
concerned, I can;t be of much help, as I haven't used it.

I know we have other son this list with more experience in that area, 
but I would probably point you to eCS Technical as this isn't really a 
wireless issue, and you're likely to get a more substantive answer to 
your question where there are more programmers milling about...
