PoE requires the use of an injector, which simply put, is a transformer with two ethernet ports on it (one data in; one data/power out). Usually, the injector is an in-line unit with a standard 3-prong (in the US, at least) grounded AC plug. For your purposes, I would guess that USB would be your best choice for power.

Aha - in my previous response I didn't realise you were talking about power via USB and comms via ethernet - again if the laptop can power this external device via USB, then this is a good direction, even if there are two cables they don't have to be very long.
