Hi, Cal, and welcome to the list. Apologies for not approving your post sooner; I know this has been sitting for some time.

Looking for a portable wireless access point that can be a client for a wired nic.  Does it make a difference between 802.11b & g for
connecting at hotels/hotspots?

Most hotspots are still at 802.11b, as b hardware typically has better overall signal propagation. However, most of the newer carrier grade hardware is either dual mode or dual mode/dual band (ABG). I just worked with an ABG Proxim AP4000 unit which had some really good coverage.
Interesting choices:
Asus wl-330g
Dlink dwl-g730ap
Airwire 5480ap
Belkin f5d7233 There are some standard size routers that can also be AP clients which have Power over Ethernet.  Would like to use access point without
needing another ac power adapter.   So usb or poe seem necessary.  Does POE require another kit to use power for AP from nic?

PoE requires the use of an injector, which simply put, is a transformer with two ethernet ports on it (one data in; one data/power out). Usually, the injector is an in-line unit with a standard 3-prong (in the US, at least) grounded AC plug. For your purposes, I would guess that USB would be your best choice for power.
Comments on above models appreciated.  Airwire seems the nicest though cannot find any place in North America to buy it.

I have no experience with any of these, though I have set up LinkSys WRT54G's using DD-WRT as wireless clients; a bit bulky for a portable solution, in that case, however...
