It's the vagaries of charset rendering. I took a look at the Mark's raw original which was sent with Content-Type: text/plain; charset=UTF-8; format=flowed Content-Transfer-Encoding: 8bit The mystery character sequence is EFBC8E. How this is going to render depends on the mailer configuration. Mr/2 still has problems with UTF-8, so I got a space. Thunderbird showed ? marks for some and something else for others. I suspect the archived message at http://mail.2rosenthals.com:8100/Lists/os2-wireless_users/Message/5055.html?altLanguage= shows the correct character for the UTF-8 encoding.
