I have not used Paul's package so I can not help with it.

What I have used for several years is the DHCP server that is on the eCS
install CD.  It will only install on an OS/2 server but if you copy the files
yourself it works without any problems.

Another option is the Injoy Firewall, if you have it installed, it has a DHCP
server built in.
