Alt-F7 depends on the chipset. My T21 will only do one or the other, not both. Others, as you say, cycle through LCD/External/both.

On my T42, I had the same issue with the cycling until they added the ability for gaoption lcdusebios off.  The T21 has an ATI 7500?  If so try gaoption lcdusebios off and you might be able to use both.
