AHA ! - So this is DOS Networking ! Not TCPBEUI. Install NetBEUI and use the IBM login client (or the servolution one) to log in to Warp Server - don't worry about SAMBA. If you must use SAMBA, you'll need to go and look for SAMBA client support for Win ME/9x.
    

As I understood it Samba provided a seemless replacement for Microsoft's file and print server, which suggests that no additional software is required on a Windows client... Have I got this wrong?

The requirement is to have a Windows ME system talk to an OS/2 Warp Server system.

The OS/2 Warp server system can run the SMB protocols and hence either an OS/2, eComstation, Windows NT, Windows 9x, should be able to communicate with it using NetBEUI. Windows XP and Vista clients by default to not have Netbeui installed and use a derivitive of TCPBEUI between themselves as does SAMBA. On top of the protocol however you also need to support the login validation process, hence my comments above.

Remember this is communicating TO an OS/2 server system not to a Windows server.
